Tom Palmer
Senior Engineer, Highways and Coastal, Neighbourhoods and Environment, Southend-on-Sea City Council
Biography
Tom has over 15 years’ experience working in Local Authorities delivering a range of responsibilities around managing flood risk, ranging from enforcement, asset inspections and engagement to constructing award-winning flood alleviation schemes.
As part of Catchment to Coast he is project managing the ‘Mid-Catchment sites’ – ones where rainwater and highway runoff are captured, treated, stored and re-used through innovative retrofit measures. This work has highlighted the importance of water as a valuable and unappreciated resource and inspired him to take a more holistic and multi-benefit approach to managing water going forward so we are better prepared in our changing climate.
